A Health and Social Care Professionals Council will be established. "The object of the Council is to protect the public by promoting high standards of professional conduct and professional education, training and competence among registrants of the designated professions". (Health and Social Care Professionals Act 2005 27.1)

A Registration Board will be established for each designated profession. The Council will oversee the work of the Registration Board who will be the regulator of the profession.
